PSA Approves the Conduct of Impact Evaluation Study on the Pantawid Pamilyang Pilipino Program (4Ps) in Davao Region

On 21 February 2018, the Philippine Statistics Authority (PSA) clears the conduct of the Impact Evaluation Study on the Pantawid Pamilyang Pilipino Program (4Ps) in Davao Region. The proponent of the survey is the National Economic and Development Authority (NEDA) – Regional Development Council (RDC) XI and will be conducted by the University of Southeastern Philippines (USeP).
 
The Pantawid Pamilyang Pilipino Program (4Ps) aims to provide cash assistance to the poor, to alleviate their needs (short term poverty alleviation) and to break the intergenerational cycle of poverty through investments in human capital (nutrition, health and education).
 
With these objectives, the survey is set to evaluate the impact of cash transfers in Davao Region. The results of this study including lessons learned and best practices in project implementation will be considered in the planning and/or project formulation process in the region by NEDA-RDC Davao Region for improved project design and implementation of similar interventions in the future.
 
The survey will be conducted in April 2018 in Region XI (Davao Region), specifically Davao City and municipalities of Caraga and Manay in Davao Oriental.
 
A total budget of Php 3.4 million will be utilized for personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, training, supplies and printing of materials. 
 
Information on the following will be collected in the survey.
 
  • Mother’s access to maternal care
  • Children’s health and access to basic health services
  • Children’s enrolment rate
  • Children’s participation rate
  • Children’s dropout rate
  • Incidence of child labor
  • Children’s time spent for work
  • Household spending
  • Employment of adults
  • Parent’s outlook on their children’s future
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:        
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the public are enjoined to support the said statistical activity.
